This is just a way of common speaking. It’s something you might hear often. It’s the same as saying “É que FOI desde o tempo do seu bisavô QUE o fabrico de gelados artesanais se tornou a arte…” (It’ just that IT WAS since the time…THAT the manufacture…), instead of saying “Desde o tempo do seu avô, o fabrico de gelados artesanais tornou-se a arte” (Since the time…the manufacture…). The first sentence makes it more emphasized and curious. Almost like if you were gossiping! 🙂

Olá! Indeed, if it helps make sense of it, the second ‘que’ can be thought of as being paired with an implied extra verb. In any case, in practice, ‘que’ can be used as a connector in this way without any verbs. For Portuguese speakers, it’s a perfectly fine alternative to a simple comma, as already mentioned.
