Indeed, “Ladrão que rouba ladrão tem cem anos de perdão” is a Portuguese idiom. It translates to “A thief who steals from another thief has a hundred years of forgiveness” and is used to say that someone who steals from a thief has a sort of moral amnesty or is less culpable. The closest English equivalent might be “honor among thieves” or “it’s no crime to steal from a thief”.

Sim, é uma construção idiomática, com o verbo no infinitivo e depois conjugado. Neste contexto, significa “You could, but…”. Outros exemplos:

– Não sabias isto? Saber sabia, mas esqueci-me. -> You didn’t know this? I knew it, but I forgot.
